What is the real meaning of Red Notice?

An Interpol Red Notice is an international alert to locate and arrest an individual for subsequent extradition. While it does not carry the legal weight of an international arrest warrant, it is widely used by law enforcement agencies as a basis for temporarily detaining the wanted individual.
